chrome.runtime API is undefined on pages loaded over HTTP

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36 Steps to reproduce the problem: 1. Go to any site loaded over http (http://www.thelondonwesthollywood.com/) 2. Enter `chrome.runtime` into the developer console 3. What is the expected behavior? chrome.runtime should return an object with API methods defined by https://developer.chrome.com/apps/runtime What went wrong? chrome.runtime returned undefined, breaking all calls relying on the API. Did this work before? Yes 65 Does this work in other browsers? N/A Chrome version: 66.0.3359.139 Channel: stable OS Version: OS X 10.13.4 Flash Version:
