Black squares and splotches occurring on websites.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3409.0 Safari/537.36

Example URL:
Any webpage on Chrome. 

Steps to reproduce the problem:
1. Open any tab on Chrome, go to random website.
2. Scroll down the site, wait about ten mins, scroll again.
3. Black spots should begin to pop up. 

What is the expected behavior?
to use the tabs/websites minus the black spots. 

What went wrong?
A bunch of black spots and splotches pop up and cover the website/webpage itself. 

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 68.0.3409.0  Channel: stable
OS Version: 10.0
Flash Version: 

Fix this issue.

I have been getting black boxes randomly appearing when I scroll down on various websites.  I have uninstalled Google Chrome and reinstalled it today, but this did not work. Please help.

Can you take a screenrecord and post it here?

Also, I'm not certain but GPU might be involved, so if you could also
post the saved page of chrome://gpu page (open the URL, then rightclick
-> save as...) it is appreciated.

Its a itermitent issue, but reproduced

Missing tiles. I've seen this too on large pages. I think it's just running out of GPU resources.

Here is the logs from the GPU process, looks like a case of invalid tile textures not OOM.
