Disable Powerwash

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.117 Safari/537.36

As a K12 domain. Can there please be a way to disable students from powerwashing Chromebooks?

What are you looking for here - already we disable the powerwash ctrl-alt-shift-r shortcut for enrolled chromebooks? Are there other shortcuts you'd like to remove?

We can't easily disable the recovery mode shortcut/flow as otherwise there would be no way to factory reset the device in the case of disk corruption, etc.
