Selected breakpoint line opens a new 'VM' tab in DevTools

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Open up devtools on any page that uses JavaScript, click on the 'Sources' tab
2. Try and add a breakpoint to any line of JavaScript code

What is the expected behavior?
A breakpoint is created, and the selected line is highlighted dark blue

What went wrong?
A new tab within DevTools opens, with the title 'VM xxxx {name of javascript file}' with no content and a pale yellow background. When I close this tab, the expected behaviour returns, and the selected line now has a breakpoint applied.

Unable to reproduce this issue on reported version 65.0.3325.181, on latest stable 66.0.3359.139 and latest canary 68.0.3409.0 using Mac 10.13.0 and Mac 10.12.6. Attaching screencast for reference.

@Reporter: Please check the screencast and let us know if we miss anything. Please provide a sample test file on which this is reproducible. Also please check the issue on latest stable. you can download latest builds from https://www.chromium.org/getting-involved/dev-channel.

MISTAKE:

Only reproducible in a Chrome 'Incognito Window'.

As per comment#3 rechecked the issue on Incognito windows and observed same behaviour as in video in comment#2.

@Reporter: Please check the issue on latest stable from  https://www.chromium.org/getting-involved/dev-channel and report us back the behaviour. If possible please guide us with a video on reproducing the issue and provide sample test file where this issue is seen.
