Overflow menu is not placed properly in Camera app with new media controls |

Issue descriptionChrome Version : 68.0.3404.0 OS Version: 10612.0.0 What steps will reproduce the problem? 1. Enable New Media Controls flag at chrome://flags/#enable-modern-media-controls and Picture-in-Picture API flag at chrome://flags/#enable-picture-in-picture 2. Open Camera app and record a video 3. Go to the gallery to watch it 4. Play it, and click the 3 vertical-dots menu What is the expected result? The overflow menu should show on top of the 3 vertical-dots menu What happens instead of that? The overflow menu is placed Please provide any additional information below. I can reproduce in Chrome 68.0.3422.0 (Official Build) canary (64-bit). No zoom in page neither in Chrome OS.

After investigating a bit, it looks like this bug is due to CSS style "transform:scale(1.1)" applied to the <video> element.
