What steps will reproduce the problem?
(1) Launch chrome, Navigate to chrome://settings/ and open devtools
(2) Now click on 'Customize and control devtools' iron icon and dock devtools window to bottom
(3) Now again click on 'Customize and control devtools' iron icon and then click on 'Dock to right' option,observe

Actual: Delay is seen while switching devtools window from 'dock to bottom' view to 'dock to right' view
Expected: Delay should not be seen while switching devtools window from 'dock to bottom' view to 'dock to right' view

This is a Non-regression issue seen from M-60 series build #60.0.3072.0

Note: Issue is also seen on M-66 Beta (build # 66.0.3359.117), M-67 Dev (build #67.0.3396.18) and M-68 Canary (build #68.0.3409.0)
