Regression: Unwanted blank page is seen after clicking on 'Cancel' button of print preview page.

Issue description

Chrome Version: 66.0.3359.139 (Official Build)(64-bit)Revision a020eddf0d85fe84d4a6787b304f50aafb670969-refs/branch-heads/3359@{#767}
OS: Windows(7,8,8.1,10),Mac(10.12.6, 10.13.1, 10.13.5),Linux(14.04 LTS).

Pre-condition: Enabled 'Enable new Print Preview UI' flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://print page.
(2) Click on 'Cancel' button and observe.

Actual: Unwanted blank page is seen after clicking on 'Cancel' button.

Expected: No such a blank page should seen after clicking on 'Cancel' button.

This is a regression issue, broken in 'M-66', below is bisect info:

Good Build:66.0.3345.0(Revision:536027)
Bad Build: 66.0.3346.0(Revision:536238)

You are probably looking for a change made after 536228(known good), but no later than 536229(first known bad).

NOTE: 
This issue is also reproducible on M-66 Beta (build # 66.0.3359.117), M-67 Dev (build #67.0.3396.18) and M-68 Canary (build # 68.0.3409.0).

Please see comments in bug 773928, this feature is not yet ready for test. When it is ready for test, we should not be testing in M66 (or in any builds before the point it is declared ready). When we do start testing this feature, normal user interactions should be prioritized first. Users do not normally navigate to chrome://print; this is generally only done by developers working on Print Preview. 

Additionally, it is unclear what the correct behavior is when the cancel button is clicked on chrome://print. Both a blank page or keeping the dialog seem reasonable, particularly given that again, this is not a normal user facing page. 

Given the above I am closing this bug.
