OS : Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and open two NTPs.
2. On second NTP, type chrome://kill in omnibox and hit 'Enter' (both tabs get killed).
3. Now reload second NTP, go to first NTP and reload it.
4. Again go to second NTP and press Ctrl + E and observe the omnibox.

Actual Result : Suggestions list does not auto populate in omnibox after pressing CTRL + E keys.

Expected Result : Suggestions list should auto populate after pressing CTRL + E keys

This is a regression issue, broken in M-66 and providing the bisect using per-revison script:
Good Build : 66.0.3344.0 (Revision : 535593)
Bad Build : 66.0.3345.0 (Revision : 536026)

1. Issue is not reproducible on Mac(10.12.6, 10.13.1, 10.13.5) OS.
2. Issue is also observed on Dev #67.0.3396.18 and Canary #68.0.3409.0
