Regression: Unable to mute the site after adding ‘MuteTab’ extension.

Issue description

Chrome Version: 66.0.3359.139 (Official Build) Revision a020eddf0d85fe84d4a6787b304f50aafb670969-refs/branch-heads/3359@{#767} 32/64-bit.
OS: Win(7, 8, 8.1, 10), Mac(10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, go to above URL and add the extension.
2. Go to www.youtube.com and play the any video.
3. Right click on tab-strip to open context menu, select ‘Mute Site’ option and observe.

Actual: Unable to mute the site.
Expected: Should be able to mute site.

This is a regression issue, broken in M-64 series, below is manual regression range.

Good build: 64.0.3243.0 (Revision: 509637)
Bad build: 64.0.3244.0 (Revision: 509944)

Using the per-revision bisect providing the bisect results:

You are probably looking for a change made after 509775 (known good), but no later than 509776 (first known bad).

NOTE: This issue is also reproducible on M-66 Beta (build # 66.0.3359.117), M-67 Dev (build #67.0.3396.18) and M-68 Canary (build # 68.0.3409.0).

Update:

Still able to reproduce the above issue on Win(7, 8, 8.1, 10), Mac(10.13.1, 10.13.6, 10.14.2) and Linux (14.04 LTS) OS using latest canary #72.0.3609.3. Please find the screen shot for reference.
