Non-Regression:Unable to record using Screencastify when docked magnifier is enabled

Issue description

Chrome Version:67.0.3396.19/10575.17.0 dev channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign in user >> Install Screencastify extension using above URL
(2)From Ubertray/Accessibility >> enable "Docked Magnifier"
(3)Try to record using Screencastify and observe

Actual: Unable to record using Screencastify when docked magnifier is enabled
Expected: Should be able to record using Screencastify when docked magnifier is enabled.

This is a Non-Regression issue seen from M-66

Note: Issue is not seen in Linux,Windows OS

This is not a docked magnifier issue. The "Record Desktop" button is there, it's just showing outside the bounds of the screen. 

I think the problem is either with:

- the container that shows the contents of this extension popup (it should be sized properly and should be scrollable) +Devlin.
- or the extension itself.
