Black video on Facebook and some other sites

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.18 Safari/537.36

Steps to reproduce the problem:
1. Just try to watch any video on Facebook.

What is the expected behavior?

What went wrong?
With the latest versions of Chormium the audio sound good as usual but the pictures are black / missing.
I have no problem with any old version of browser like Chrome, Vivaldi and Opera based on Chrome/63 or older version. I have this problem starting from Chrome 64.

I had already clean installed the latest driver available for my GPU but this don't fix the problem. There are not similar problems with Firefox, Edge or any other browser not based on Chromium.

Unable to reproduce the issue on Win-10 using chrome reported version #67.0.3396.18 and latest canary #68.0.3409.2.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.

1. Navigated to https://www.facebook.com/googlechrome/videos/vb.321662419491/10154154579069492/
2. Observed that there is no black video on facebook and the video rendered without any issues.

kilocubo@ - Could you please check the issue on latest canary #68.0.3409.2 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Are there any updated drivers for your video card? Also can you check chrome://flags and reset all to default?

Reset chrome://flags does not fix the problem, indeed video still to be black.
About driver for my GPU, I have already the latest one: https://support.amd.com/en-us/kb-articles/Pages/Driver-Support-for-AMD-Radeon%E2%84%A2-HD-4000%2c-HD-3000%2c-HD-2000-and-older-Series.aspx

Maybe it is something codec related too.
I have no problem with this video https://www.youtube.com/watch?v=XXPXGsVIVBE that use a VP codec [Codecs vp09.00.51.08.01.01.01.01 (244) / opus (251)].
Instead, I can not watch this video https://www.youtube.com/watch?v=0076LRlmw18 that use AVC [Codecs avc1.4d400c (160) / mp4a.40.2 (140)].

Unable to reproduce the issue on Win-10 using latest canary #68.0.3415.0.
Attaching the gpu details of win-10 machine.

As the issue is not reproducible from TE-end. Hence, removing label Needs-Bisect and requesting someone from Internals>Media team to please have a look into the issue.

Definitely seems hardware decoding is broken somehow. For now you can flip disable hardware accelerated video decode in chrome://flags to work around this.

+liberato, since it's probably worth checking if our new D3D11 decoder works despite this.

This is the situation on a fresh clean newly installed Windows 10 Pro, version 1803, build 17134.1.
Nothing has changed and the problem persists both on the last version of Chrome stable and canary.

Sorry for the delay.  Missed this one.

Please start chrome canary from the command line;

chrome.exe --enable-features=MojoVideoDecoder,D3D11VideoDecoder

and try again.  This will swap out the normal video decoder with a new one, to see if anything happens.  you'll need to use an h264 video, though (e.g., one of the 'mp4' videos from http://storage.googleapis.com/watk/v )

In the screenshot you can see what happen using canary 70.0.3499.0 with
your command.
Instead chrome stable 67.0.3396.99 using the same command play well the
video now.
I don't know if it can help but I used a stand alone installer for
reinstall chrome stable today. Can you tell me where I can found the
offline installer for canary?

Thank you for running those tests.

I suspect that between 67 and 70, we added checks to the new video decoder to enforce the minimum system requirements.  In particular, if you've got d3d feature level 11.0 but not 11.1, then chrome 70 will fall back to the same video decoder it always uses.  67 probably tried the new one anyway.

I'll investigate whether we can change the decoder to allow 11.0 with some functionality turned off.  This would probably be a change in M70 or even 71, depending on how testing goes.  The new decoder isn't actually ready for public use yet.

For chrome 69, though, I think that the best we can do is the suggestion in c#9.  Navigate to chrome://flags and search for "Hardware-accelerated video decode".  Set it to "disabled".  That will fall back to software decoding, which should work okay.
Now on Chrome stable 68.0.3440.75 the problem is facing again, both using
or not your code. Verified both installing chrome with the normal online
installer than with the standalone offline one.
Now with Chrome stable 69.0.3497.81 I have the problem also with vp9.webm

I can confirm this is still an issue on Windows 10 with an ATI Mobility Radeon 4500 HD. I have to disable hardware accelerated video decoding via flags or otherwise I get this scrambled mess on Facebook videos:

Recently (M71), we lowered the D3D requirement back to 11.0, so this command should work for many folks:

--enable-features=MojoVideoDecoder,D3D11VideoDecoder,D3D11VP9Decoder
Using Chrome Dev 71.0.3573.0 I can now watch videos normally* (both using or not using your last command), whiteout the need of disable the hardware-accelerated video decode.
Now I am waiting for the stable version so I will try again.

*If you don't mine all the dropped frames. Watching the same video, using 1080P@60fps, Dev 71 drops about 1800 frames, Microsoft's Edge just 300 frames. https://www.youtube.com/watch?v=KXka6eOj9Ho
