What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/changePicture
(2)Take a Picture and observe delete icon is misplaced

Actual: Delete icon is misplaced. It's seen more toward RHS instead it should be seen in the middle

Expected: Delete icon should be seen in the middle

This is a Regression issue as same is working fine on 66.0.3359.137/10452.74.0 Beta

@Stevenjb: Please confirm the issue

NOTE: Issue is also seen on M68.
