Non-Regression : Tab Focus is seen missing on 'Close' Icon at Window title bar in Overview Mode

Issue description

Chrome Version: 67.0.3396.19/10575.17.0 dev-channel Daisy,Candy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Open any 2 or 3 windows  
(2)Now Press 'Overview mode' button -> Now press 'Tab' button and observe focus traversal i.e. on pressing 'Tab' focus is seen on Window and on another 'Tab' focus moves to other window instead of 'Close' icon(at Window title bar)
(Please refer Video)

Expected: Tab Focus should be seen on 'Close' Icon at Window title bar after focus is on Window
Actual: Instead Tab Focus is seen missing on 'Close' Icon

This is Non-regression Issue seen from M-62

WAI, that being said, it's worth thinking on whether we should have tab be for sub elements and arrow keys for navigating between apps.
I would actually suggest the other way around - tab for primary actions / container movement, arrows for getting to secondary UI pieces along the way.

Do we have any principles for tab vs. arrows (esp. from launcher work last year)?
