HTML character entities displaying incorrectly

Steps to reproduce the problem:
1. Open a PHP file and type "<?php echo '&copy;'; ?>, save that page as test.php and access it on localhost/test.php.

What is the expected behavior?
It should display &copy;

What went wrong?
It displays &copy;copy; instead.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes

Bisected to 9092f6874655ca08e6286e596900a59432da58ce
"View-source fails to display < in opening tag near chunk boundaries."
Landed in 38.0.2080.0 as r280966

Simplified repro:
1. open the attached test.html
2. press Ctrl-U to view the page source

Expected: second line is &copy;
Observed: second line is &copy;copy;
test.html

Able to reproduce the issue on Mac OS 10.13.1, Windows 10 and Ubuntu 17.10 on the latest Canary 68.0.3409.0 and Stable 66.0.3359.117 by the steps mentioned in comment #1.

Attached is the screen shot for reference.

This is a Non-Regression issue as this behavior is observed from M60 Chrome builds. 
Hence marking this as Untriaged for further updates from Dev.
