What steps will reproduce the problem?
(1) Go to http://appr.tc/ and join.
(2) Wave the hands and observe the preview frame rate.
(3) Close the tab.
(4) Open chrome camera app from launcher.
(5) Wave the hands and observe the preview frame rate.

What is the expected result?
The preview smoothness should be similar

What happens instead?
The preview smoothness of camera app is worse than apprtc. It feels like some frames are dropped. I typed "ver" in camera app. The resolution was 1280x720. The frame rate was 30 sometimes and preview was still not smooth. 


Other information:
Ver in camera app on soraka showed the resolution was 640x480. The preview looked more smooth than dru.
