[macviews] Popup window has wrong layout

Chrome Version: 68.0.3406.0 (Official Build) canary (64-bit)
OS: MacOS

What steps will reproduce the problem?
(1) Visit permission.site
(2) Click "Popup" button

Things I noticed:
- 3 buttons intersect with "Secure" chip
- Window is not draggable
