Following the StopLoadingInBackground study we noticed that NavigationToFirstContentfulPaint metrics didn't change significantly, but NavigationToFirstContentfulPaint.Background regressed (as expected).

We need to create NavigationToFirstContentfulPaint.Foreground metric to isolate wins for foreground tabs from regression for background tabs.
