mash: Window frame not synced to browser UI size after window restore on device

ToT 553755 on eve, with --enable-features=Mash.

1. Have a maximized window open.
2. Log out and sign back in.

The ash window frame is maximized, but the browser contents do not fill the window. See screenshot.

This does not repro on linux-chromeos.

estade, could this be WindowSizer code?

msw, window frame problem?

fsamuel, a reshape event not happening?

xiyuan, any idea why --login-manager on linux-chromeos behaves differently than device login in this case?

This looks like a duplicate of  Issue 831369 , which does repro on linux-chromeos, right?
I'm not sure what's causing this defect...

correct, I think it's a dupe and I have seen it repro inconsistently on linux-chromeos.
