Occasional graphics glitches in WebGL when using passthrough cmd decoder.

Issue description

repro: Go to webvr.info/samples, and click on the presentation sample.  (Its ok if you don't have vr hardware)
expected: No graphical glitches
actual: Occasional graphical glitches that look like bad transforms or missing objects.

The glitches are somewhat rare, and occur mostly when under CPU pressure (navigating, building in the background), or when using unoptimized debug builds.

I haven't noticed these with the validating command decoder.

GPU info (note I was concerned this was related to viz, so I also ran with args to disable viz - no apparent change from that).

Very easy to reproduce with --use-cmd-decoder=passthrough, using the presentation sample and resizing the window. Did not repro for me using --use-cmd-decoder=validating.

I can reproduce the weird rendering of the FPS meter while resizing the window using --use-cmd-decoder=passthrough . about:gpu follows.

Wondering where the bug might be and what to try changing. Could the GPU scheduler or sync points be behaving differently with the pass-through decoder compared to the validating decoder?

D3D11: Reorder VAO synchronization.

The index range was being resolved in the call to
VertexArray11::syncStateForDraw but the code which invalidates the input layout
was being executed before this.
