Severe delays with external touchscreen when on WiFi with veyron_fievel

Issue description

Chrome version: 65.0.3325.209 
OS version: 10323.67.0 stable-channel veyron_fievel 
Case#: 15497840

Description:
Aopen Chromebox Mini devices experience severe interface slowdowns when connected to Iiyama tf2234mc touchscreen monitor - touch is slow, pages load slowly, etc. Issue is only present when they are connected to WiFi and using touchscreen - so if they are on Ethernet or using keyboard/mouse, issue is not observed. Also it's not present on other Chromeboxes they tested.


Steps to reproduce: 
1. Connect Aopen Chromebox Mini to WiFi
2. Attach touchscreen monitor (Iiyama tf2234mc)
3. Try to use touchscreen

Current Behavior / Reproduction: 
Severe lags

Expected Behavior: 
No serious lag
