Task Manager window needs work

What steps will reproduce the problem?
1. Window -> Task Manager

What is the expected result?

Looks ok.

What happens instead of that?

In the default view, the window is so small that all tab titles are 100% elided (see screenshot).

The window requires much more space than the current design.

The table view has no trackpad overscroll.

I thought the plan was to stick with the Cocoa task manager in the near future. Did that change? (It's fine if so, just want to make sure.)

We were unable to reproduce this bug on latest canary #72.0.3616.0 on mac.As this reported by dev so adding respective label.
