[macviews] omnibox focus ring sometimes gets stuck in the wrong theme

Issue description

What steps will reproduce the problem?
1. Take turns in opening and closing tabs and toggling Appearance in SysPrefs->General while the omnibox has focus

What is the expected result?

Omnibox focus ring color keeps up with what I do in sysprefs


What happens instead of that?

Sometimes the omnibox focus color is the opposite of what's in sysprefs

possible.

Repro steps:

1) Set tint to grey
2) Open chrome, focus omnibox - see grey ring
3) Change system tint to blue
4) Switch to chrome and focus omnibox again - ring still grey

Maybe related to NSDynamicSystemColorStore as mentioned in content/renderer/theme_helper_mac.mm?
