Constantly asking for web push notifications permission

Steps to reproduce the problem:
1. 2. The site will ask you to allow it to send notifications
3. Deny

What is the expected behavior?
The site shouldn't be allowed to keep asking for notifications

What went wrong?
The site keeps asking for notifications.
Please note that they keep using a different subdomain. Not sure whether chrome should deny access to the entire etld+1 since there might be legit cases to be supported. Just wanted to file this bug to bring this issue to your attention. Another site where this happens is https://r5klv.meganotify.com/?c=94&h=9fd1763d44a9_*_openload.co&cnv=1

Tested the issue using #Tested the issue in Android and able to reproduce the issue. Similar behavior is observed since Chrome #60.0.3072.0 and M58

Steps Followed:
1. Launched the Chrome Browser.
2. 3. Observed the site keeps asking for notifications

Chrome versions tested:
60.0.3072.0, 66.0.3359.106(Stable), 68.0.3406.4(Canary)

OS:
Android 7.0.0

Android Devices:
Samsung J7

This seems to be a Non-Regression issue as same behavior is seen since M60.  Untriaged for further input's on this issue.
