[TTS] Tap gestures are ignored on Organized Search Results Pages

It looks like Tap gestures don't trigger Contextual Search on OSRP's for some reason.  These OSRP's just rolled out (Organized Search Results Pages e.g. for Art, Music, and Entertainment People) and have content in tabs that stay pinned at the top when scrolling.  More investigation needed.

This is due to the same underlying reason taps fail on wikipedia expanding sections: our check for IsInsideFocusableElementOrARIAWidget, which might have a bug or is being too aggressive in these situations.

The specific reason is that the element is focusable.
