XRSession - views_dirty_ is not working right for AR mode

Project Member Reported by lincolnfrog@chromium.org, Apr 25 2018

Issue description

views_dirty_ is not working right for AR mode - we're not picking up the change on the right frame. We added a fallback to XRSession to get around this issue. Figure out the right logic to make this a non-issue and then remove the fallback (comment with this issue is at that location).

This may include setting views_dirty_ in XRSession::setNonExclusiveProjectionMatrix().

We may also want to manage the views differently: issue 836637.

Note that there is a blocking bug. I'm not sure whether we can/should resolve this independently.
