Hi Sheriff,

Some tests in telemetry_perf_unittests are taking very long to run, which causes timeout to swarming shards. Please investigate whether there is something wrong with the test or we simply need to increase the hard timeout for this test suite. If it's the later, please add Infra label so that this can be taken care of.
