It should use InstallAttributes class. Nothing should be using tpm_util directly. This prevents one from using StubInstallAttributes.

Problem is, AuthPolicyLoginHelper can't use InstallAttributes since it's in chrome/browser/chromeos, whereas AuthPolicyLoginHelper is in chromeos. InstallAttributes should really be in chromeos and the accessor should be in BrowserProcessPlatformPart.
