What steps will reproduce the problem?
(1) Open an arc app that can't cover the full screen, e.g,snapchat, backdorp will be shown.
(2) Open app list (backdrop will be dismissed)
(3) Close app list

What is the expected result?
The dismissed backdrop should be restored.

What happens instead?
The dismissed backdrop didn't be restored.
