Bookmark manager delete folder button is very misleading

Issue description

In bookmarks manager there is a button called delete folder.  It deletes the parent folder that you are currently viewing.  This is weird and unnecessary.  There is no delete this folder I currently have open button in any file browser so why should it be here.  If anything the button that deletes the currently open bookmarks folder should be hidden in the gear menu.

Please see the attached images. When you have no items selected the delete folder menu remains and I suppose users should be on alert that if the button is there it must not have anything to do with selections made but come on that is misleading.  When you do select items another blue menu pops up at the top that provides actions that can be taken upon those selections.  However the delete folder button that deletes the currently open parent folder remains.  

What can and did happen to me is that I selected a sub folder that I wanted to delete but instead of picking from the blue menu I hit the delete folder button and deleted the parent folder rather than the selection.

This is really small, but should really be changed.  The current layout invites this kind of user error and it was really really really unpleasant to resolve.
