Issue description

Mac Chrome's titlebar took half the screen after disconnecting an external monitor.

I don't have exact repro instructions since I didn't have time to reproduce, but basically:
  1. I had my MBP retina w/ touchbar connected to an external monitor (non retina), the displays were not mirrored
  2. After disconnecting from said monitor, one of my Chrome windows had this happen (see screenshot)
  3. Other Chrome windows did not have this happen. I don't recall what was special about that window - e.g. which screen it was on, whether it was foreground or maximized, etc.

The window was otherwise useable - I could change tabs and continue to use it. Clicking maximize (green button) fixed the issue.

This was Chrome stable 65.0.3325.181 (Official Build) (64-bit) on macOS 10.13.2 (17C205).

(Also not sure if this is a WontFix given MacViews is coming - i.e. how much of code for the toolbar positioning is shared or completely different between the two.)
