fast/peerconnection/RTCRtpSender-setParameters.html is flaky

fast/peerconnection/RTCRtpSender-setParameters.html (not to be confused with external/wpt/webrtc/RTCRtpSender-setParameters) is flakily timing out, for example:

reveals that

03:42:37.105 7236 worker/5  test timed out

Allow fast/peerconnection/RTCRtpSender-setParameters.html to timeout.
