Non-Regression : Tool tip is seen missing for User ID which has lengthy names in 'Add person' dialog box of 'Manage other users' Page

Chrome Version: 66.0.3359.137/10452.74.0 beta channel Daisy,Kip & Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://settings/accounts page
(2)In 'Manage Other users' page -> Enable  'Restrict sign-in to the following users' option so that 'Add person' option is enabled
(3)Now click on 'Add person' -> Enter any User ID which has lengthy name and click on 'ADD' -> Now hover mouse pointer on lengthy name user id and observe for tool tip
(Please refer Video)

Expected: On hovering mouse pointer Tool tip should be seen for lengthy name User Ids 
Actual: Instead  tool tip is seen missing

This is Non-Regression issue seen from M-62
