Focus is misplaced on bookmark items in bookmark bar .

Chrome Version: 68.0.3406.0 (Official Build) Revision 80672a4583963b6aa35cb10e9c629bb8638057c2-refs/heads/master@{#553301}(32/64-bit)
OS: Mac(10.12.6, 10.13.1, 10.13.5)

Pre-Condition :Enable RTL from chrome://flags.

Steps to reproudce:
1.Launch chrome and bookmark pages.
2.Press Tab key and observe the focus on bookmark page in bookmark bar.

Actual Result :Focus is misplaced on bookmark pages in bookmark bar. 
Expected Result :Focus should be properly placed on bookmark pages in bookmark bar. 

This is a Non-regression issue broken from M-60 #60.0.3072.0.
Note:Issue is reproducible on  Mac(10.12.6, 10.13.1, 10.13.5) OS only.

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

Unfortunately that flag is insufficient to test RTL. You would need to either switch to an OS-supported RTL language (Arabic or Hebrew) and restart, or launch Chrome with the command line flags:
-NSForceRightToLeftWritingDirection YES -AppleTextDirection YES
