Regression:Focus directly traverses from Customize fonts to 'address bar' link under chrome://settings/ page

Issue descriptionChrome Version: 68.0.3406.0 (Official Build) Revision 80672a4583963b6aa35cb10e9c629bb8638057c2-refs/heads/master@{#553301}(32/64-bit) OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1, 10.13.5) What steps will reproduce the problem? (1) Launch Chrome, navigate to chrome://settings. (2) Click on 'Customise fonts' to navigate to chrome://settings/fonts. (3) Now click on the back arrow button located besides 'Customise fonts' text to navigate back to chrome://settings/ page. (4) Now press 'Tab' to traverse the focus throughout the page and observe. Actual Result: Focus directly traverses from Customize fonts to 'address bar' link under chrome://settings/ page. Expected Result: Focus should not skip any element while traversing through the page. This is regression issue broken in ‘M-67’ and providing the bisect using per-revision bisect, Good build: 67.0.3377.0(Revision: 544611) Bad build: 67.0.3378.0(Revision: 544931) You are probably looking for a change made after 544911 (known good), but no later than 544912 (first known bad).
