V8: Track Android binary size of V8 stand-alone builds

Issue description

The Chrome-side sizes tracking might miss improvements/regressions that come with the same roll. Hence, V8 should do its own sizes tracking for Android.

We track x64 and x86 on linux. This bug would be to specifically track arm/arm64 with Android.

We also only track the libv8.so/d8 size and not the size of everything. E.g. including the snapshot blob.
