MediaStreamTrack onended event issue

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.117 Safari/537.36

Steps to reproduce the problem:
1. start webRTC video chat
2. create a track.onended event handler
3. unplug the USB web camera that acts as the track's media source

What is the expected behavior?
MediaStreamTrack onended event triggers

What went wrong?
MediaStreamTrack onended event no longer triggers and instead changes the mute status of the MediaStreamTrack, and MediaStreamTrackState is always 'live'.
