Determine how magic_window_enabled_ applies to AR and rename if necessary |

Issue descriptionmagic_window_enabled_, which is set by SetMagicWindowEnabled(), is used to disable VR magic window in VR browsing. Now that we're adding AR, we should consider whether and how to apply this to AR sessions. (It's probably not possible today.) Also, we may want to rename it to nonexclusive_poses_enabled_, nonexclusive_poses_allowed_, or something else that conveys its purpose.

Things could change a lot here with the new XR Modes proposal. I'd wait until we're ready to implement that before doing more work on various modes.
