Debugger pauses on the last line comment on stepping over

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Edge/16.16299

Steps to reproduce the problem:
1. Create a javascript file with a comment on the last line.
2. Launch the script in Chrome browser and open the developer tools by pressing f12.
3. Open the script and put a breakpoint on the last non-comment line.
4. Refresh. 
5. When the breakpoint is hit, press step over button.
6. Note that the script pauses at the comment line.

What is the expected behavior?
The script should not pause and end the execution since the last line is a comment.

What went wrong?
The engine is unable to identify that the last line is a comment and pauses the script execution.

Did this work before? N/A 

Chrome version: 58.0.3029.110  Channel: n/a
OS Version: 10.0
Flash Version: 

This doesn't happen when we place comment lines in the middle of the script.
 
Please note that the Chrome version where I verified the issue was 66.0.3359.117.

Unable to reproduce this issue on reported version 66.0.3359.117 using Windows 10 and Ubuntu 14.04. Added comment line at EOF , breakpoint last un commented line, pressed step over button. Attaching screencast for reference.

@Reporter: Please check the issue and let us know if we miss anything. Please provide sample file to test this issue, and video in reproducing this issue. This info would help in further triaging of the issue.
