MacViews: Long bookmark menus are positioned next to the menu button

Issue description

What steps will reproduce the problem?
(1) With --enable-features=ViewsBrowserWindows
(2) Have a bookmark menu on the bookmarks bar with many bookmarks in it
(3) Try to drag a bookmark into it

What is the expected result?
The menu opens below the button as expected and you drag the bookmark in

What happens instead?
The menu opens next to the button and you have to work to drag your button in before the menu closes. I'm not sure if we have an outstanding bug for the fact that it can close while hovering over the button in the first place, but the positioning makes it worse.

Yes, normally on Mac, the Menu is always below the icon. If the List is too long, then an "arrow to scroll" appears at the bottom of the menu. This is a also the case with the new MD Dialogs, if you have many, many bookmarks in it:-)

Maybe this could be a solution?

Attached a screenshot of the arrow that I mean and a screenshot how it looks in Cocoa Mode on the Settings icon.
