HTML5 Audio player: volume change option not available |

Issue descriptionChrome Version: 67.0.3396.17 Chrome OS Version: 10575.13.0 Chrome OS Platform: All Network info: Wifi Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Open local audio file in HTML5 audio player (2) Observe new audio player (3) Expected Result: -- As per previous design, volume slider option should be there Actual Result: -- no volume bar. Only mute and unmute options is there. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always It was working in M66. Screenshot added below:

I agree, it's fragile when not on mobile. I'm working on a solution for Shaka that would fix this issue.

I've also noticed with the update that the player has much larger minimum dimensions than previous, and won't resize beneath these (approx 240px X 50px ?) This makes the default controls cumbersome in smaller applications, especially since Edge and FF controls support being scaled down much smaller.
