voiceURI should be more specific, unique in Chrome OS

We will need this to be a unique identifier so that we can map individual TTS voices across engines to user settings.

Status: WontFix (was: Assigned)
I think we are just going to work around this by combining voice name and voice extension, assuming unique names per extension. Since the TTS settings page is launching in M69 we can't change the URIs more.
