AMP offline pages downloaded in the background are empty of content

Application version: Canary 68.0.3400.0
Operating system: Android 8.1.0; Pixel 2 Build/OPM2.171019.029

I requested the background download (while I was offline) of two web pages. When I came back online they were successfully downloaded but their contents were completely empty. All I can see in them is the top informational bar normally found in AMP pages (hence my assuming they were in fact AMP). The respective MHTML files are attached.

Just to add

Tested the issue using #68.0.3404.0 on Android 8.1.0; Pixel 2 Build/OPM2.171019.029 and could observe the same behavior as mentioned in the original comment.

Steps:
1. Downloaded empty-offline-pages
2. Disconnected the WIFI
3. Opened the offline pages
4. Back to Online
5. Still pages are seen empty.

Observing the same behavior since older builds.

Looks like a RMD bug.  Investigate.
