DCHECK failed in compositing_layer_property_updater.cc

What steps will reproduce the problem?
(1) chromium debug build
(2) login google account
(3) open google photos, open a photo

Then see the DCHECK failed.

I also hit this DCHECK on Android (Pixel 2 device) while scrolling in mobile.nytimes.com
