What steps will reproduce the problem?
(1)  create a new user account and log into the user.  Then Welcome app (Take a tour) appears
(2)  click on "Take a tour" button to go "Get to your apps fast"
(3)  before clicking on "Next" button on the "Get to your apps fast", hit on F6/F7 to bring up brightness progress bar. 
(4)  click on the "Next" button while opening the brightness progress bar. Then, check "Check your Chromebook status" ui

What is the expected result?
"Check your Chromebook status" should appear without the issue. 

What happens instead?
The "Check your Chromebook status" is cut off. Unable to see the "Next" button (actual.png).
