'sizes' step fails on buildbots with "Argument list too long"

This seems unfortunate, but probably not worth spending time on since we don't really care about sizes for this bot.

Disable the failing 'sizes' step on ToTMacASan

It started failing a week or two ago (see comments on
https://crrev.com/c/1018440) and we don't really care about sizes for this
bot.
