Now that we have the new logic for enabling dark resume in powerd. This is a tracker bug to enable the lucid sleep once again on Dru.

Things to be addressed before enabling.

Lets also make sure we pass suite:wifi_lucidsleep and in particular network_WiFi_WakeOnDisconnect and that DRU regularly run those tests in the lab so we can follow regressions.
