Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.67.5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.209 Safari/537.36 Platform: 10323.67.5 (Official Build) stable-channel eve Steps to reproduce the problem: 1. Connect an external mouse - either a Bluetooth one (I used Lenovo MOBTC9LA), or a wireless one (mine is Logitech M325) with a USB-A to USB-C adapter. I haven't tested it with a wired mouse yet. 2. Open a long enough webpage to have a scrollbar. 3. Make a single click/step with the mousewheel. The long webpage will properly scroll a couple of lines of text. 4. Make multiple consecutive (more than 7-8) mousewheel clicks. The page will scroll A LOT, making it uncomfortable and annoying to use mouse scrolling. What is the expected behavior? I expect to be able to turn off scroll acceleration from Settings, like it is possible in other OSes, such as Windows and Linux Mint. (There I believe it is even turned off for external mouses by default) What went wrong? The page scrolled a lot more than it should have, probably because the scroll acceleration of ChromeOS kicked in. This problem is not observed with the same mouses in other OSes. Did this work before? N/A Chrome version: 65.0.3325.209 Channel: stable OS Version: 10323.67.5 Flash Version: Please add such option in Settings, as the scroll acceleration is annoying and a dealbreaker for many people who would like to use an external mouse and not just the touchpad. This is really annoying alongside with Issue 589190 (Mouse Acceleration) and I wonder why these features are turned on be default for USB Mice. For Chromebox users this almost kills the experience since they are forced to use USB mice.

I'm noticing this in my work chromebook as well. It makes scrolling with a plugged in mouse a huge PITA. I've been resorting to using the trackpad for scrolling since the mouse scrolling is so difficult to use.

What should really be the solution is to choose the rate of scroll acceleration as well as the base scroll speed. Both are off for my usage - the base speed is too slow and the accelerated rate is too fast. The settings should contain both so we can properly use our mouses.

Yes, this is makes using a mouse with my Chromebook painful and annoying. Please fix this.

I have to say this is my biggest pain point with my Chromebook to date. The first few 'clicks' of the scroll wheel scroll as anticipated and then suddenly it scrolls an entire 'page'. After many months, it still causes a moment of bewilderment as I try to reorient myself on the page or document. If settings 'creep' is a concern, I would rather see acceleration disabled for the scroll wheel as the performance/experience would at least be predictable.

I want this fixed as well. It has to be taken more seriously, now that crostini is getting enabled for more devices. Some linux apps need wheel scroll to work well enough.

I was looking for a fix too. Definitely annoying to have the scroll suddenly jump half way down the page because you tried to go faster than a "slow" scroll.
