Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Steps to reproduce the problem: 1. Launch Chrome in HiDPI mode (I used --force-device-scale-factor=2) 2. Open the attached test case 3. Open print dialog 4. Turn on "Background graphics" check box What is the expected behavior? Two tables with gray background have the same height. What went wrong? The right table with transparent borders is taller than expected. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 66.0.3359.117 Channel: beta OS Version: CentOS Linux release 7.3.1611 Flash Version: This problem occurs on Linux and Windows but not on Mac. I suspect it is related with use-zoom-for-dsf flag: crbug.com/485650

Able to reproduce the issue on Win-10 and Ubuntu 17.10 high dpi machine using chrome reported version #66.0.3359.117 and latest canary #68.0.3406.0. This is a non-regression issue as it is observed from M60 old builds. Note: In M-60 builds, right table with transparent borders is taller by few pixels. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
