Regression: Password field is missing for the owner account in sign-out screen

Issue description

Chrome Version:68.0.3404.0/10611.0.0 dev channel Daisy,Candy,Reks
OS:Chrome OS

Pre-condition: Have 2 user accounts

What steps will reproduce the problem?
(1)In sign-out screen, observe password field is missing for the owner account

Actual: Password field is missing for the owner account
Expected: No such issue should be seen 

This is a Regression issue as same is working fine in 68.0.3400.0/10598.0.0 dev

This is intentional UI; we only show the password for the active pod.

In Sign-out screen, for all the users we should able to see the password field. But unable to see in the latest.

The reason the screens are currently different is because they have completely different implementations. But the specs call for only one user being able to see the password field.

There shouldn't be a regression: in web-ui login, only the password of the active pod is shown. But it seems that the password is still not visible after being clicked (you'll have to click the profile picture to activate the pod). This may need a fix.

Probably not worth spending the time to fix IMO given how long it has been around already and how little time the fix will live for.

I mean, the views-based login has the problem of not showing password after being clicked, the web-ui login is fine, so this part is indeed a regression.
