Regression: Focus goes missing in Google Play apps and Services overlay

Chrome Version:68.0.3404.0/10611.0.0 dev channel Reks

What steps will reproduce the problem?
(1)Recover build>> Sign-in to user and in Google Play apps and Services overlay, tab and open any link and close it and observe

Actual: Focus goes missing and when tabbed it's seen on ubertray 
Expected: No such issue should be seen

This is a Regression issue as same is working fine in 68.3390.0/10559.0.0 Cyan

arc: Unify help overlay view in OOBE with in-session UI.

This adds close button and limit focus traversal inside overlay for OOBE
Optin. Adds tooltip for close button for both UI. Adds screen 'loading'
for webview based help for both UI
